On 22 October Boris Johnson’s government introduced a programme motion intended to push the withdrawal agreement through in three days. Several MPs complained that they had not had time to scrutinise the 110-page bill.

The agreement was one of the most important bills in parliament in decades. The Maastricht Treaty took more than 14 months to go through. The Institute for Government’s Joe Owen pointed out that the Withdrawal Agreement Bill would have less time in the commons than the Wild Animals in Circuses Act.


Johnson was misleading BBC viewers when he promised to ensure that parliament was given plenty of time to debate Brexit.
